Congressman Jim Baird, along with Senators Roger Marshall and Michael Bennet, has introduced the Increased TSP Access Act (H.R. 575) to tackle shortages of Technical Service Providers (TSP). This bipartisan legislation aims to streamline certification processes and enhance opportunities for certification.
“TSPs provide assistance to help farmers and ranchers continue their vital conservation efforts and can ensure they have access to the best information and expertise available,” stated Congressman Baird. He emphasized the need to eliminate bureaucratic hurdles affecting TSP availability.
Senator Marshall highlighted the importance of increasing TSP numbers as a "commonsense approach" to boost farm participation in NRCS programs by cutting red tape. “Certified Crop Advisors and other similar professionals are already equipped with the skills necessary to help farmers and ranchers reach a variety of conservation goals," he said.
Senator Bennet pointed out the challenges faced by Coloradans due to understaffing at NRCS. He stressed that “the future of rural America depends on the next generation continuing their family farms and ranches."
The proposed legislation includes several measures:
- Non-Federal Certifying Entities: It mandates the USDA to approve non-Federal certifying entities within 180 days, allowing various organizations to become certifiers.
- Streamlined Certification: The bill requires a simplified certification process for TSPs with relevant specialty certifications, ensuring they receive necessary training without redundant procedures.
- Parity in Compensation: The act ensures fair market compensation for TSPs funded through conservation program dollars.
This initiative seeks to make conservation programs more accessible while supporting sustainable agricultural practices.
